This is a case study found on the Oracle website, attraction because it has Dombivli. Dont know how much is true or false. However the case study  goes like this

Kalyan Dombivli Municipal Corporation Creates Model for Online Services

Our objective was to make each citizen's interaction with us easy, simple, and efficient while ensuring accountability and transparency. Oracle technology has been crucial to accomplishing our objectives" -- Dhanraj Khamatkar, Commissioner, Kalyan Dombivli Municipal Corporation

The Next Phase for Government Services

In December 1999, Kalyan Dombivli Municipal Corporation (KDMC), which serves the citizens of the twin cities of Kalyan and Dombivli, automated access to all functions and services related to more than 100 citizen services by putting them online. In doing so, the corporation broke free from the archaic manual systems it had used for decades to carry out day-to-day administrative tasks. The corporation's previous systems were inefficient, unproductive, time
consuming, and hindered citizens from submitting payments for municipal services on time.

Today, the 1.2 million citizens of Kalyan and Dombivli use KDMC's Oracle-powered portal to access local citizen facilitation centers for more than 100 services. For its efforts, KDMC was awarded a Certificate of Recognition from the Ministry of Personnel, Public Grievances, and Pensions, Government of India, for "exemplary e- governance initiatives."

The new system solves several problems for the agency. Of primary importance, it establishes transparency, which raises the credibility of the organization's operations. It also makes it easer for citizens to interact with the agency, and helps the corporation collect municipal fees quickly.
